Encoding table provenance and notices
=====================================

Applies to Source/Core/Unicode/Encodings.tables.inc.

Ubiquitty's C++ declarations use Apache-2.0 (see LICENSES/Apache-2.0.txt). The
mapping data retain their upstream terms:
PSF-2.0 AND Unicode-3.0 AND ICU AND LicenseRef-Unicode-GB2312-1999.
The generator is also Apache-2.0; that license
does not replace the mapping-data terms.

Reference and modifications
---------------------------

The complete generated payload, from the first struct declaration through
end of file, matches enumeration of the codecs in CPython 3.13.15:
https://github.com/python/cpython/tree/4061bc4c35f7c26f25264666d4ba083b93d2f6f9
SHA-256: 2fae0fad9138ea893f6a5381e0beb8d51c585ddc2458cc7b130b3ebbf45848aa

This reference establishes reproducibility, not the version of the
interpreter originally used to generate the tables, which was unrecorded.
Scripts/build-encoding-tables.py refuses to write a different payload.
Updating this digest requires reviewing the changed codec data and notices.

Modification summary: Ubiquitty enumerates decoded byte sequences and
writes C++ high-half arrays, lead-indexed two-byte maps, an EUC-JP JIS0212
map, and coalesced GB18030 four-byte BMP ranges. Unmapped entries become
sentinels; ASCII identity and GB18030 supplementary-plane arithmetic are
handled by the decoder. CPython's compatibility mappings are retained.
No CPython runtime or codec implementation is embedded in the generated
file. The Big5 codec is the base codec, not Big5-HKSCS.

The CJK codecs and generators identify Hye-Shik Chang as their author.
CPython's LICENSE specifies PSF License Version 2 and preserves historical
Python licenses. Its complete text is reproduced below. The separate
Zero-Clause BSD grant in that text applies to documentation examples, not
to these codec mappings.

Unicode mapping files
---------------------

The CPython codec headers and generators identify mapping files under
https://www.unicode.org/Public/MAPPINGS/ . Unicode's terms define data
files under unicode.org/Public as Unicode Data Files and apply Unicode
License V3 except where a file states specific restrictions or terms:
https://www.unicode.org/copyright.html (Definitions and section 3.3)
https://www.unicode.org/license.txt

The following copies record the upstream mapping evidence. Their SHA-256
values pin that evidence; the generated payload digest pins the codec
behavior, including CPython's documented compatibility adjustments.
ISO-8859-15, JIS0208, JIS0212, and BIG5 carry Copyright 2015 Unicode, Inc.;
KOI8-R carries Copyright 2016 Unicode, Inc. and names Helmut Richter as
author. The Windows code-page files name Shawn Steele at Microsoft as
contact and carry no separate license grant; the Unicode site terms apply.

GB2312 and GB18030 source files
------------------------------

CPython vendors the GB2312 mapping used by genmap_schinese.py:

Its explicit 1991-1999 grant is retained below and in the generated header
as LicenseRef-Unicode-GB2312-1999. That reference identifies the actual
file notice, not Unicode License V3 or a replacement grant.

The GB18030 generator identifies an ICU mapping source. CPython's copy is:
https://github.com/python/cpython/blob/4061bc4c35f7c26f25264666d4ba083b93d2f6f9/Tools/unicode/python-mappings/gb-18030-2000.xml

The matching upstream file is retained in ICU's data repository:
https://github.com/unicode-org/icu-data/blob/bae5ca647fa41703393dbf00240ec1b807a9c353/charset/data/xml/gb-18030-2000.xml
SHA-256: a0eccd5460cff9d5ea32194369971286c11af80fb1b09c4d9d77ff046e22b5cc
It is identical to the CPython copy apart from one trailing blank line.
The repository LICENSE contains Unicode License V3 and the historical ICU
license; both are retained below. Its time-zone notice is reproduced as
part of that complete license file and does not describe encoding data.

A. HISTORY OF THE SOFTWARE
==========================

Python was created in the early 1990s by Guido van Rossum at Stichting
Mathematisch Centrum (CWI, see https://www.cwi.nl) in the Netherlands
as a successor of a language called ABC. Guido remains Python's
principal author, although it includes many contributions from others.

In 1995, Guido continued his work on Python at the Corporation for
National Research Initiatives (CNRI, see https://www.cnri.reston.va.us)
in Reston, Virginia where he released several versions of the
software.

In May 2000, Guido and the Python core development team moved to
BeOpen.com to form the BeOpen PythonLabs team. In October of the same
year, the PythonLabs team moved to Digital Creations, which became
Zope Corporation. In 2001, the Python Software Foundation (PSF, see
https://www.python.org/psf/) was formed, a non-profit organization
created specifically to own Python-related Intellectual Property.
Zope Corporation was a sponsoring member of the PSF.

All Python releases are Open Source (see https://opensource.org for
the Open Source Definition). Historically, most, but not all, Python
releases have also been GPL-compatible; the table below summarizes
the various releases.

    Release Derived Year Owner GPL-
                    from compatible? (1)

    0.9.0 thru 1.2 1991-1995 CWI yes
    1.3 thru 1.5.2 1.2 1995-1999 CNRI yes
    1.6 1.5.2 2000 CNRI no
    2.0 1.6 2000 BeOpen.com no
    1.6.1 1.6 2001 CNRI yes (2)
    2.1 2.0+1.6.1 2001 PSF no
    2.0.1 2.0+1.6.1 2001 PSF yes
    2.1.1 2.1+2.0.1 2001 PSF yes
    2.1.2 2.1.1 2002 PSF yes
    2.1.3 2.1.2 2002 PSF yes
    2.2 and above 2.1.1 2001-now PSF yes

Footnotes:

(1) GPL-compatible doesn't mean that we're distributing Python under
the GPL. All Python licenses, unlike the GPL, let you distribute
a modified version without making your changes open source. The
GPL-compatible licenses make it possible to combine Python with
other software that is released under the GPL; the others don't.

(2) According to Richard Stallman, 1.6.1 is not GPL-compatible,
because its license has a choice of law clause. According to
CNRI, however, Stallman's lawyer has told CNRI's lawyer that 1.6.1
is "not incompatible" with the GPL.

Thanks to the many outside volunteers who have worked under Guido's
direction to make these releases possible.

B. TERMS AND CONDITIONS FOR ACCESSING OR OTHERWISE USING PYTHON
===============================================================

Database section 7.

 # 7. Database Ownership
 #
 # The TZ database itself is not an IETF Contribution or an IETF
 # document. Rather it is a pre-existing and regularly updated work
 # that is in the public domain, and is intended to remain in the
 # public domain. Therefore, BCPs 78 [RFC5378] and 79 [RFC3979] do
 # not apply to the TZ Database or contributions that individuals make
 # to it. Should any claims be made and substantiated against the TZ
 # Database, the organization that is providing the IANA
 # Considerations defined in this RFC, under the memorandum of
 # understanding with the IETF, currently ICANN, may act in accordance
 # with all competent court orders. No ownership claims will be made
 # by ICANN or the IETF Trust on the database or the code. Any person
 # making a contribution to the database or code waives all rights to
 # future claims in that contribution or in the TZ Database.
